Toko made two 16mm cameras, but they are really the same camera, just with different names. They also made two 17.5mm cameras.
(1950) The Teleca is a binocular camera with a 16mm submini camera on the top. It has a 90mm (f4.5-16) focusing lens with speeds of B, 1/50 & 1/100. It is prized by collectors, but it is neither rare, nor a quality shooter. It should not be confused with the Teleca 240 35mm half-frame camera made by Ricoh which actually took good pictures!
(1950) The Cyclops is the same camera as the Toko Teleca, but less common. It's a binocular with a submini camera on the top. 90mm (f4.5-16) focusing lens with speeds of B, 1/50 - 1/100.
